You don't have to submit any of your work in order to join Constant Content, but every article that you submit is reviewed to make sure it complies with their submission guidelines.  Make sure that you are not writing your articles in the 1st person and also make sure that the font size of your file complies with the Constant Content font size regulations.  This will help your freelance writing get approved.  The approval process can take over a week and you don't want to have to go through all that hassle again.
Constant Content is like Ebay for your freelance writing.  You write original content and post your it on Constant Content.  After your articles are reviewed, they are listed among the other thousands of articles that similar writers trying to sell.  You are able to choose how much you are charging for any particular article.  Yes, you can choose your own prices for your work, and make a lot of money.  Or you could charge too much and not make any.

The chart below is the recommended prices for you to set for your content (I would recommend starting off a little lower though).  This price varies depending on how many words you write.  You can see that you could be making a lot of money from selling an article.  You may have to lower your prices at first until you sell a few articles though.
