Picking a website hosting service is much like choosing a domain name. You will get pretty much the same service anywhere you go. I can only recommend GoDaddy and Homestead because those are the ones that I have used. There haven't been any problems with either of them.
When you buy a package at Homestead, the hosting and domain names are included. There are three hosting plans. The $5 offers almost nothing, the $20 allows you to host 3 decent sized websites of 100 pages, and the $50 one allows unlimited bandwidth. You will only need that if you have major plans for your site. You can always upgrade, so why bother spending the money now.
If you choose to use your own software, like Frontpage, to build your website you will need to use a web hosting service. Try not to get suckered into buying something you won't need. You don't need a lot of space if you are building a website like this one. A cheaper package will be fine. You will only need more expensive software if you plan on hosting a lot of high definition pictures or videos, or if you are planning on operating a monstrous website.
If you do decide to use a GoDaddy hosting plan, the worst thing is navagating their website. It is one big advertisement for themselves. You will be prompted to upgrade at every turn. If you can ignore these requests, GoDaddy can be a good web hosting service.
Unless you are using a service that provides web hosting and uploading, you will need to get a FTP program to upload your website. I recommend FileZilla. It is easy to use and works very well. Not to mention it's free.
